Salary: $99,694.40 - $124,675.20

GENERAL JOB DESCRIPTION:
The Financial Reporting and Compliance Manager will be responsible for overseeing the financial reporting functions and ensuring compliance with applicable federal, state, and local regulations for the City. This role involves preparing and reviewing financial statements, assisting with the coordination of audits and audit deliverables, ensuring compliance with governmental accounting standards, regulations, and maintaining strong internal controls. The ideal candidate will work closely with the Finance Director, Assistant Finance Director and other departments to ensure financial integrity and transparency.
EDUCATION& TRAINING:
EDUCATION& TRAINING:
- Education: Bachelor’s degree from an accredited college or university in Accounting or Finance required. Advanced degree preferred.
- Certification: Certified Public Accountant (CPA) or Certified Government Finance Officer (CGFO) is highly desirable.
- Experience: Minimum of 5 years of experience in governmental accounting, auditing, or financial reporting, with at least 2 years in a supervisory or management role.
KNOWLEDGE, SKILLS, & ABILITIES REQUIRED:

- In-depth knowledge of GAAP, GASB standards, and relevant compliance regulations for municipalities.
- Familiarity with the Texas Local Government Code and other state laws impacting municipal finance.
- Proficiency in financial software systems and Microsoft Office Suite (Excel, Word, PowerPoint).
- Incode or Tyler financial systems knowledge is highly desirable.
- Reporting and query skills are highly desirable.

DUTIES & RESPONSIBILITIES:
Financial Reporting:
- Oversee the preparation of monthly, quarterly, and annual financial reports in accordance with Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) guidelines.
- Assist the Finance Director and Assistant Finance Director with the review and preparation of the Comprehensive Annual Financial Report (CAFR) and other external reports.
- Ensure accurate and timely development and analysis of financial reports for internal and external stakeholders, including City Council and regulatory agencies.
- Assist the Assistant Finance Director and Finance Director in the coordination of the annual audit financial statement audit as well as other statutorily required audits to ensure timely and accurate audits.
- Assist the Finance Director and Assistant Finance Director with financial planning, forecasting, and long-term financial strategies for the City.
Compliance:
- Ensure compliance with federal, state, and local laws and regulations, including Single Audit requirements, bond covenants, and grant agreements.
- Monitor changes in relevant accounting standards, financial reporting regulations, and compliance requirements, advising the Finance Director and other departments of necessary updates.
- Develop and maintain policies and procedures to ensure consistent application of financial regulations.
- Manage the city’s compliance with the Texas Public Funds Investment Act and related statutes.
- Assist in the development and implementation of new systems and processes to enhance financial transparency and compliance.
- Provide technical expertise during budget development, ensuring alignment with financial reporting and compliance requirements.
Team Leadership & Collaboration:
- Oversee, mentor, and review the work of financial staff, providing guidance and support to ensure adherence to financial reporting standards.
- Collaborate with other departments to provide financial analysis and advice on compliance issues.
- Foster a culture of accountability, integrity, and continuous improvement within the Finance Department
