Job Description:
Assists in the management of the Engineering & Mobility Department, including management of capital projects, development, public infrastructure construction, and floodplain.

Key Responsibilities:
  • Coordinates with City’s consultants for the engineering design and construction of capital improvement projects; participates in the development of project budgets.  Engages, interacts, and collaborates with other departments within the city; communicates and responds to citizens, council members, developers, and other City departments regarding project status.
  • Collaborates, engages, and works with consultants, inspectors, contractors, engineers, and representatives from the agencies within the city and outside, to successfully complete the design and construction of all infrastructure projects; performs site visits to verify progress, responds to engineering concerns.
  • Leads review for development permits regarding drainage, floodplain, and transportation/mobility. 
  • Assists Director as needed with City Street & Fleet Department in weekly activities.
  • Prepares and maintains the annual street maintenance program.
  • Acts as or assists the floodplain manager with permitting.
  • Assigns work tasks to subordinates; oversees completion of tasks and evaluates performance of subordinates.
  • Prepares and presents oral and written reports and correspondence for the Director, the City Manager, City Council, and other boards and commissions.
  • When requested by Planning staff, may attend Planning & Zoning Commission meetings as the City’s Engineering staff representative.
  • Represents the City at public and private meetings/conferences, participating and negotiating as authorized in solving engineering issues.
  • Supervise and support the GIS Technician, ensuring accurate mapping and spatial data management to assist with planning, design, and maintenance of public assets.
  • Ensures that work quality and safety standards are being maintained.
  • Serves as essential emergency personnel when required.
  • Regular and prompt attendance is an essential function of the position.
  • Performs such other related duties as may be assigned. 
Qualifications:
  • Education: Bachelor’s degree in civil engineering and six (6) to eight (8) years of civil engineering experience or equivalent combination of education and experience.
  • Knowledge of: Personnel management, budget preparation, and monitoring comprehensive knowledge of the various phases of Development Services operations. Understanding of FEMA Floodplain regulations, Texas Manual on Uniform Traffic Control Devices (MUTCD), AASHTO’s A Policy on Geometric Design of Highways and Streets, and the Highway Capacity Manual (HCM). Required to have experience with MS Office Suite (Excel, PowerPoint, Word), Auto CAD, and ESRI GIS.
  • Skill/Ability to: ability to conduct persuasive negotiating skills with tact and diplomacy on behalf of the City; write clear and concise technical and professional reports and specifications, and present them orally; ability to calculate manpower, material, and time-costs required to complete projects; demonstrated supervisory skills; ability to establish and maintain professional relationships with subordinates, peers, superiors, and the public.
  • Safety/Physical Requirements: work is performed both indoors and outside subject to extremes in weather conditions. Ability to respond after hours and weekends when necessary. Ability to lift/carry 25 lbs. of material; bending stooping and reaching as needed to file; sitting stationary for extended periods of time. May be required to visit adverse field conditions in poor weather on unimproved or construction conditions to visually verify conditions and/or emergency construction/repair conditions.
  • Certifications & Licenses Required: Valid Texas Driver's License. Texas Professional Engineer (PE) license, or the ability to obtain by reciprocity within six (6) months of date of hire.  Certified Floodplain Manager (CFM) in the state of Texas preferred.
